Proclamation No. 104
ESTABLISHING THE DAYLIGHT-SAVING TIME FOR THE PHILIPPINES
Pursuant to the authority vested in me by Commonwealth Act Numbered Ninety-one and in order that employees and laborers may be afforded sunlight for recreation purposes and, likewise, to effect savings in the use of light both to the Government and to the general public, I, Manuel L. Quezon, President of the Philippines, hereby proclaim daylight-saving time for the Philippines between November first, nineteen hundred and thirty-six, and January thirty-first, nineteen hundred and thirty-seven, and order that at twelve o’clock midnight on October thirty-first, nineteen hundred and thirty-six, the standard time of the Philippines fixed in the aforesaid Act shall be advanced one hour, and at twelve o’clock midnight on January thirty-first, nineteen hundred and thirty-seven, the time so fixed, as above stated, shall be retarded one hour so as to return to standard time.
Employers and the public in general are hereby enjoined to give effect to the purpose and intent of this Proclamation and of Act Numbered Ninety-one. For purposes of astronomy and meteorology, however, the mean astronomical time at one hundred and twenty degrees East longitude, Greenwich Meridian, may be used as heretofore.
In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.
Done at the City of Manila, this thirtieth day of October, in the year of Our Lord, nineteen hundred and thirty-six and of the Commonwealth of the Philippines, the first.
